- The Government of Sindh currently finances provincial administration through a large non-development/current expenditure budget shared across its divisions.
- In addition to mandatory offices, the Government of Sindh presently operates through numerous administrative departments and attached formations.
- Under the proposed restructuring plan for a Shaheed Benazirabad Province, these functions are consolidated into 16 departments plus mandatory offices, based on similarity of mandate and service delivery requirements.
- The existing current budget of the Government of Sindh would be reallocated across four medium provinces (Hyderabad, Larkana, Shaheed Benazirabad, Sukkur), taking into account the area and population of each respective unit.
- In the proposed arrangement, DG offices will be abolished, and their functions will be shifted to Provincial Secretariats (Existing Commissioner Offices).
- District-level field staff will remain unchanged; only Provincial Secretariat staffing has been proposed in the cost working.
